Сегодня межгосударственные стандарты (далее – ГОСТ) – основной инструмент устранения технических барьеров во взаимной торговле не только в СНГ, но и в ЕАЭС. Они помогают обеспечивать безопасность и качество выпускаемой продукции, развивать производственные, кооперационные связи, реализовывать совместные проекты, например, в химической, лесной отраслях.

Фонд ГОСТ насчитывает свыше 26 тыс. действующих документов. Из них более 7 тыс. применяется для выполнения требований технических регламентов ЕАЭС.

Основным техническим органом по планированию и разработке ГОСТ являются межгосударственные технические комитеты (далее – МТК). В настоящее время зарегистрировано 155 МТК. Беларусь представлена в 136 (в качестве полноправного члена – в 130 МТК, наблюдателя – в 6 МТК).

В состав МТК включаются по одному представителю от государств, участвующих в нем. Национальный орган по стандартизации государства – члена определяет, кто является его полномочным представителем в МТК. При наличии в стране национального технического комитета (далее - ТК) с идентичной областью деятельности им может быть председатель или ответственный секретарь национального ТК.

В Республике Беларусь эффективно функционируют 46 технических комитета по стандартизации (далее – ТК BY).

Основной функцией национального ТК является участие в работе МТК.

Пунктом 40 главы 5 постановления Государственного комитета по стандартизации Республики Беларусь от 06.05.2017 № 34 «Об утверждении Положения о порядке создания и деятельности технических комитетов по стандартизации» основной функцией технического комитета по стандартизации является участие в работе технических комитетов по стандартизации международных и региональных организаций по стандартизации.

Подпунктом 19.3 пункта 19 главы 3 Положения о порядке создания и деятельности технических комитетов по стандартизации в области архитектурной, градостроительной и строительной деятельности (далее ‑ ТКС), утвержденного постановлением Государственного комитета по стандартизации Республики Беларусь, Министерства архитектуры и строительства Республики Беларусь от 02.08.2017 № 64/24 ТКС в соответствии с закрепленными за ним объектами стандартизации участвует в работе технических комитетов (подкомитетов, групп) международных и региональных организаций по стандартизации, в том числе сотрудничает с ТКС смежных областей деятельности, обеспечивая при этом принципы комплексного подхода к разработке ТНПА.

Беларусь, как и другие государства – участники соглашения содружества независимых государств о согласованной политике в сфере стандартизации, метрологии и сертификации, будет реализовывать данное положение, закрепленное в ГОСТ 1.4-2020 «Межгосударственная система стандартизации. Межгосударственные технические комитеты по стандартизации. Правила создания и деятельности».

Теперь ТК BY, область деятельности которых совпадает с областью деятельности МТК, в качестве полномочных представителей будут представлять позицию нашей страны в этом МТК, участвуя в планировании и разработке соответствующих ГОСТ, организуя рассмотрение проектов среди заинтересованных организаций, предприятий, государственных органов и формируя обобщенный отзыв от страны. Данные работы в остальных МТК будет выполнять БелГИСС. Ранее функции представительства страны во всех 136 МТК, в которых представлена Беларусь, выполнял Госстандарт. Теперь за ним остаются функции по планированию и разработке ГОСТ, на объекты стандартизации которых МТК отсутствуют, рассмотрение и согласование Программы межгосударственной стандартизации, создание, участие и расформирование МТК, а также мониторинг работы ТК BY и БелГИСС в рамках межгосударственной стандартизации.

Данное решение позволит повысить оперативность рассмотрения проектов ГОСТ и подготовки позиции страны, эффективно использовать имеющиеся кадровые ресурсы. Одновременно усилится значимость национальных ТК и отечественных организаций, за которыми закреплены функции ТК BY, повысится их имидж на уровне не только нашей республики, но и интеграционных образований. Такая работа будет способствовать развитию и реализации совместных кооперационных проектов организаций.

В настоящее время в рамках двухстороннего сотрудничества между Госстандартом и Росстандартом активно проводится работа по взаимодействию национальных ТК Беларуси и Российской Федерации.

К работе в соответствии с новым порядком ТК BY приступили с 3 февраля текущего года. Секретариаты МТК и Бюро по стандартам Межгосударственного совета по стандартизации метрологии и сертификации информированы о полномочных представителях нашей страны.
