Written communications
Written applications of citizens should contain:
- name and (or) address of the organization or position of the person to whom the appeal is sent;
- last name, first name, patronymic (if any) or initials of the citizen, address of his place of residence (place of stay);
- statement of the essence of the appeal;
- personal signature of the citizen (citizens).
Written applications of legal entities must contain:
- name and (or) address of the organization or position of the person to whom the appeal is sent;
- full name of the legal entity and its location;
- statement of the essence of the appeal;
- surname, first name, patronymic (if any) or initials of the head or the person authorized in the prescribed manner to sign applications;
- personal signature of the head or a person authorized in the prescribed manner to sign applications, certified by the seal of a legal entity.
Appeals are stated in Belarusian or Russian.
The text of the appeal should be readable. Handwritten messages should be written in clear, legible handwriting. It is not allowed to use obscene or offensive words or expressions in addresses.
Written applications submitted by representatives of the applicants are accompanied by documents confirming their authority.
Applications should contain information on the results of their previous consideration with the attachment (if any) documents confirming this information.
Written appeals can be left without consideration on the merits, if:
Applications do not meet the requirements established by paragraphs 1-6 of article 12 of the Law of the Republic of Belarus «About appeals of citizens and legal entities»;
Appeals are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation that determines the procedure for the administrative process, legislation on administrative procedures, appeals are appeals of the employee to the employer or in accordance with legislative acts established otherwise The procedure for submitting and considering such applications;
Appeals contain questions, the solution of which does not belong to the competence of the organization to which they were received, including if the comments and (or) suggestions made in the book of comments and suggestions do not relate to the activities of this organization, an individual entrepreneur, do not relate to the quality of the produced ( Goods sold) by them, works performed, services rendered;
Missed the deadline for filing a complaint without good reason;
The applicant has submitted a repeated appeal, including the one included in the book of comments and suggestions, and it does not contain new circumstances that are important for considering the appeal on the merits;
Correspondence with the applicant on the issues set out in the appeal has been terminated.
Anonymous appeals, that is, applications from applicants that do not indicate the last name, first name, patronymic (if any) or the initials of the citizen or the address of his place of residence (place of stay) or the name of the legal entity (full or abbreviated) or its location, or the specified data do not correspond Reality, are not subject to consideration if they do not contain information about the impending, committed or committed crime.
